A CHARTER ORDINANCE TO REPEAL CHARTER ORDINANCE NO. 331 ADOPTED APRIL 22, 1997 AND EXEMPTING THE CITY OF THAYER, KANSAS FROM THE PROVISIONS OF K.S.A. 79-1953 AS IT RELATES TO TAX LEVIES FOR THE LIBRARY FUND, AND PROVIDING SUBSTITUTE AND ADDITIONAL PROVISIONS ON THE SAME SUBJECT AUTHORIZING AND LIMITING TAX LEVIES ANY ONE YEAR ON EACH DOLLAR OF ASSESSED TANGIBLE VALUATION.

BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF THAYER, KANSAS:

SECTION 1. The City of Thayer, Kansas being a city of the third class by the power vested in in by Article 12, Section 5 of the Constitution of the State of Kansas, hereby elects to exempt and does exempt itself from and makes inapplicable to it that portion of K.S.A. 79-1953 applying to tax levied for the library fund, not having established classes of cities for imposing tax limitations and providing substitute and additional provisions as hereinafter provided.

SECTION 2. The Governing Body of the City of Thayer, Kanas is hereby authorized and empowered to levy taxes in each year for the General Fund and other city purposes, but said Governing Body shall not fix a rate of levy in any one year on each dollar of assessed tangible valuation of said City for the following named purposes more than the following named rate:

Library, 6.00 mills.
