The Governing Body of the City of Thayer, Kansas, will authorize signs or billboards to be erected or constructed on city property only in such a way that it will not endanger public health or safety due to size, location, construction or display; or confuse, mislead, or obstruct the vision necessary for traffic safety, or otherwise endanger public health and safety. The Governing body of the City of Thayer will allow for the erection of signs and billboards only under the Stale guidelines and will regulate and only permit signs to be erected in such a way as not to decrease land value or detract from the aesthetics of the community, and which will promote local community and business interests.

Persons or a business wishing to erect signs or billboards must first be granted a permit from the State of Kansas, and then they shall present their proposal in writing to the Governing Body of the City of Thayer for approval before erecting or construction of a sign or billboard. Upon approval, by the Governing Body, a permit fee in the amount of $10.00 will be required for on-site sign(s) or $100.00 permit fee for off-site sign(s).

Every person, firm or corporation who shall neglect or refuse to comply with the provisions of this article or who shall violate or attempt to violate the provisions, or any amendments or additions thereto, whether an owner, agent, officer, employee, tenant, occupant, lessee, contractor, or any other person(s) who shall permit, take part in, or assist In such violation, shall be deemed guilty of a misdemeanor, constituting a separate offense for each and every day, or portion thereof, during which such violation is committed, continued, permitted, or attempted shall be punished by a fine of not more than $500.00 for each offense.
The imposition of the penalties herein prescribed shall not preclude the City or any other interested person from instituting an injunction, mandamus or other appropriate action or proceeding authorized by law to prevent, correct, or abate such violation.
