These rules and regulations shall govern the use of all facilities which are a part of the Thayer Lakes, numbers (1) and two (2), and all Thayer City Parks.

The destruction or injury to any sign, guidepost or property of any kind is unlawful. This includes the peeling of bark, carving, and chopping of trees, cutting branches, driving nails, digging ground from roots and the removal of trees, shrubs, plants and other injuries.

The use or discharge of any firearms is prohibited in any Thayer City Park.

The use of woods as toilets or the use of toilets for bathhouses is prohibited in all Thayer City Parks.

Building or starting fires in the open or in any place except where the proper provisions have been made, or to leave fires burning is prohibited.

Dogs in the park must be tied with a chain, controlled on a leash or kept in cars. They are not allowed to run loose in any Thayer City Park.

The designated speed limit within the park is 5 MPH.

(a) Camping shall be permitted only in the designated areas of any Thayer city park.
(b) Unless otherwise specifically permitted by the City of Code Thayer, Kansas, it shall be unlawful and a public nuisance for any person or persons to camp in or upon any public property or public right-of-way.
(c) As used in this Section:
(1) "To camp" means to set up, or to remain in or at a campsite, for the purpose of remaining overnight, or of establishing or maintaining a temporary place to live.
(2) "Campsite" means any place where:
(A) Any bedding, sleeping bag. tarpaulin, cot, bed, hammock, cardboard, newspapers, or other sleeping matter is placed, established, set up, used or maintained; or
(B) Any stove, fire or cooking utensils or non-city designated cooking facilities are placed, established, set up, used or maintained; or
(C) Any tent, hut, lean-to, shack, trailer camper, vehicle or any part thereof, or any other shelter or structure is placed, established, set up, used or maintained; or.
(D) Personal property, including camp paraphernalia, is kept or stored.
(E) "Camp paraphernalia" includes, but is not limited to, tarpaulins, cots, beds, sleeping bags, hammocks, cooking equipment, stoves, lanterns, tents, huts, lean-tos, shacks, trailer campers, vehicles or any part thereof, any other sleeping matter, or any other shelter or structure.
(F) "Public property" means any property publicly owned property, including but not limited to streets, sidewalks, alleys, parks, parking lots, easements, improved or unimproved land, or any buildings or physical structures owned or managed by the City or other governmental agency.
(G) "Public right-of-way" means the entire width of the area from property line to property line including all area intended, designed or used for vehicular or pedestrian traffic and the area between the roadway and the abutting private property line.
(d) In addition to the penalties set forth for violation of this Section, the City Attorney may institute civil actions to abate a public nuisance under this section.

No disorderly conduct will be permitted and any person or persons in violation of this section will be barred from all City Parks.

No person shall bathe, swim, wade or otherwise go into the waters of any City lake, stream, creek, or reservoir, including, but not limited to, any basin, outfall area, sluice or other integral part thereof.

Hunting, shooting, trapping, injuring, pursuing, or molesting in any way any bird or animal on or within any City park is prohibited.

(a) An ordinance prohibiting swimming in the Thayer City Reservoir, except in marked designated area in the Roy Johnson Thayer Lake Park.
(b) All boats shall be operated in a safe and sane manner and shall be operated in accordance to the state boating laws of Kansas.
(c) Trot-lines, bank-lines and limb-lines are prohibited in the Thayer City Lake.
(d) Discharging of firearms is prohibited at the Thayer City Lake.
(e) Anyone in violation of this section shall be subjected to a minimum fine of $25.00 or a maximum of $50.00, and any prohibited lines will be confiscated.

Fishing is permitted with a valid Kansas fishing license (unless exempt from Kansas law). It is, however, prohibited to take or attempt to take, or attempt to take or catch any species of fish by hand fishing, toe fishing, snapping, snaring or gigging. It is further prohibited to use, operate or install any trout line, set line, float, bank or limb line in any City lake.

Boating and canoeing shall be permitted at any time on Thayer Lakes number 1 and 2. Motor boats may be operated on both lakes anytime for fishing or pleasure, provided they are operated at no wake speeds, except that from 1 hour after sunrise until 1 hour before sunset Lake number 2 only is a wake Lake for 18 foot (18') and under personal watercrafts.

(a) All regulations adopted by the Kansas Wildlife and Parks Commission and all laws of Kansas governing boat operations shall at all times be adhered to on Thayer City lakes and the violation thereof shall constitute a violation of this subsection the same as if each regulation was set out word for word and the prosecution of such violation may be brought in the Municipal Court of Thayer.
(b) Each boat or watercraft must be stable and seaworthy.
(c) No person shall operate or attempt to operate a boat or watercraft that he or she is capable of operating safely.
(d) All life jackets and all floatation cushions shall be a type approved by the United States Coast Guard. There shall be at least one floatation or one life jacket for each person on each boat or watercraft in use, and shall be readily accessible at all times.
(e) Boats anchored in open water between sunset and sunshine must display a white light visible to another boat approaching from any direction.
(f) No person shall operate any vessel carrying passengers or cargo or equipment beyond the safe carrying capacity of the vehicle. No boat or watercraft shall be operated with a motor having greater horsepower than the maximum specified by the manufacturer, and no boat or watercraft shall be operated with a motor having a greater horse power than can be safely used on the boat or watercraft, considering the size, dimensions, shape and handling characteristics of the boat or watercraft.
(g) No owner or person in possession of a motorboat or any motorized watercraft shall permit a person under the age of twelve (12) to operate such vessel unless accompanied and under the direct audible supervision of a parent or other person over the age of seventeen (17) years.
(h) No person under the influence of alcohol or any drug shall operate or attempt to operate any boat or watercraft.
(i) No cereal malt beverage or alcoholic beverage of any kind shall be on any boat or watercraft on the Thayer City lakes, whether such beverage is in a sealed or open container, and regardless of the percentage of alcohol in the beverage.
(j) No outside discharge of a toilet shall be permitted. No boats or watercraft with an unsealed outside or overboard discharge of a toilet shall be permitted on the water.
(k) No person shall operate a motorboat or vessel close to any moored boats, vessels engaged in fishing, servicing buoys or markings, or similar activities, without reducing the speed of the vessel so as to prevent wash or wake from the vessel so as not to disturb or endanger persons or property.
(l) Boat trailers are not to be parked on any road leading up from the ramp while the boat is on the lake but shall be parked so as not to block access to any dock.
(m) No boat shall be permanently tied to any dock, except as necessary to receive or discharge passengers.

Anyone operating the motorboat or any watercraft on any Thayer City lake shall do so at his or her own risk and shall comply with all the rules for safety in the operation of said boat or watercraft.

Except for City authorized events, celebrations and functions, it shall be unlawful for any person to operate or park any vehicle upon grass areas in a City park. Except as provided herein, all vehicles shall be driven and operated upon the roads, driveways, and parking areas of the Thayer City Parks.

Camping in any type of mobile camping vehicle, trailer, device or tent is permitted in any City park only in designated camping areas. No one shall be allowed to camp without a camping permit, which can be obtained from the City Clerk. Such permits are free of charge to all Thayer residents living within the 66776 zip code area. All campers that reside outside of the 66776 zip code area must pay a twenty-dollar ($20.00) per day camping fee and have a valid driver's license with a current address unless they are a guest of a Thayer resident, in which case the permit fee shall not be charged. All campers and camping units are limited to a stay of not more than three (3) days. Permits may be renewed; however, upon the renewal of a permit the camping unit must be moved to another location within the City park. All persons camping in the Thayer City parks must be at least sixteen (16) years of age or be under the supervision of a parent or other adult at least twenty-one (21) years of age.

It shall be unlawful for any person to ride or led a horse in that park area commonly called the Thayer Lake park, which is the park and public area surrounding and about the Thayer Lakes, except upon paved or improved roadways.

It shall be strictly prohibited for any person to have or consume cereal malt beverage or alcoholic beverage of any kind, nor any type or kind of drug in any of the Thayer City Parks.

Traffic laws are enforced in all city parks and the city of Thayer by city ordinance adopting the state traffic laws.

Any person violating the provisions of this article including amendments to any section or additional section added after the effective date thereof shall be punished by a fine not greater than five hundred dollars ($500.00), nor more than ninety (90) days in jail or by both such fine and imprisonment.
