The following words and phrases when used in this article shall, for the purpose hereof, have the following meanings respectively unless the context clearly indicates a different meaning.

(a)   Business building means any building used for any commercial or mercantile activity customarily engaging in as a means of livelihood or profit.

(b)   Educational means any structure capable of and used for the purposes of students, teachers and educational personnel.

(c)   Sewage disposal system means and includes the system of sewers and the sewage disposal plant and all connections therewith, and all facilities used in connection therewith, and all connections therewith, and all facilities used in connection therewith in the collection and disposal of the sewage and waste, usual and proper, to be discharged into and thus disposed of through such facilities.

(d)   Use means the discharge through one or more connections into the sewage disposal system of the sewage and wastes usual and proper to be thus disposed of, and shall be deemed to be in effect at all times when such connections exist with such sewage disposal system, making such disposal possible unless non-use shall be registered and maintained as hereinafter by this article provided.

There shall be a charge for each use of said sewage disposal system as hereinbefore defined at the following rates:

(a)   Each residence, business building, and property shall be charged $30.00 per month.

Any residence, business building, or property which discharges sewage either directly or indirectly, into the sewage disposal system of the city of Thayer, Kansas, and where two or more residences, business buildings, properties or any combination thereof, shall discharge sewage into the sewage disposal system of said city through a common sewer line, drain or connection, a separate charge of $12.00 per month or fraction thereof shall be made upon the occupant or user of each such residence, business building or property.

All charge for the use of such sewage disposal system are on a monthly basis and such charges shall be due and payable to the person designated as City Collector not later than the 10th day of the calendar month following the use month for which such charge is payable. If any occupant or user of a sewer service unit shall fail or neglect to pay the charges herein provided for use of the sewer system on or before the 10th day of the month after the same is due, the water service to said premises shall be discontinued and shall not be resumed until a service fee of $75.00 together with the delinquent bill, shall have been paid in full to the person designated as City Collector.

The City Collector shall send notices of the amount of each monthly charge to the person, firm or corporation given in the listing filed as to each property enjoying the use of said sewage disposal system, provided however, than any failure of such notice to reach the addressee, or to reach the owner or owners of any property enjoying such use shall not excuse or in anywise release or discharge said property and the owner thereof from the liability to pay such use charges within the time and in the manner as by this article and the laws of the State of Kansas provided.

(a)   Thayer has an interest in maintaining its sewer system and recouping costs associated with citizens connecting to the City's sewer system within its City limits.

(b)   Citizens wanting this connection must pay a $400 flat fee to the City Clerk before doing so.

(c)   After this fee has been made, and before the pipe is covered back up or otherwise buried, the connection must be inspected by the City of Thayer's public works employee.

(a)   Thayer has an interest in maintaining its sewer system within its City limits.

(b)   Citizens and business owners shall be required to make sure that the clean out pipes coming from their homes or business buildings have a clean out cap installed on them by February 1, 2022.

(c)   Failure to do so by February l, 2022 may result in a fine of $50 and an additional fine of $50 per day thereafter the initial fine per residence or business building,
